Main scope of job:
As the Registered Manager you will be registered with Ofsted. It will be imperative that the home you are responsible for meets the children’s home regulations and the Ofsted Quality standards and that as the manager you ensure a high level of compliance against these standards. You will lead the whole staff team in ensuring a service that delivers exceptional care and support and that creates and delivers positive outcomes for the young people. You will be required to carry out a range of duties within your role. The key responsibilities are detailed below but there will be other duties consistent with the role that you may be requested to undertake by your line manager.
To be responsible to the Responsible Individual, for the day-to-day duties within the home and the care and support of the residents.
To implement and follow the home’s operational policies, and the care practice standards.
To provide and ensure that care is within a warm and supportive atmosphere.
To support the team to ensure that the admission of the young people to the home is welcoming and reflects the expectations of the care plan.
To create and implement individual care plans so as to ensure the welfare of each individual resident.
To offer support and guidance to employees working within Serenity Specialist Care Limited.
Duties and Responsibilities:
To ensure that colleagues are fully informed of recent developments at handovers and meetings.
To comply with relevant legislation and council policies and procedures.
To maintain standards of care and report to the Responsible Individual any breaches in professional practice.
To comply with health and safety policies and to report any incidents, accidents, risks or hazards to the Responsible Individual immediately.
To follow the children’s Home Regulations and standards.
Responsibility for organising staff rotas.
Ensuring that staff understand and are fully aware of the daily routines of the home.
To ensure that all staff act in a professional manner.
To ensure all policies and procedures, as well as risk assessments, are always adhered to.
To ensure that all staff have written up any incident / accident forms or restraint forms as applicable and that such information is received within the agreed timescale.
To ensure that all staff read the Daily Logbook to check all messages at the beginning of work or at any point during the working day as required. e.g. following a day trip.
To report immediately to the Responsible individual any issues regarding Child Protection matters.
Work within organisational policy and procedure established in the home
To contribute to the on-call system as and when required in line with management rota
To ensure that all staff under their supervision undertake and complete training in accordance with their induction training schedule and Personal Development Plan.
Ensure that all staff are aware of their roles and responsibilities in relation to the Children’s Home Regulations (England) 2015.
To be flexible in hours of work in order to meet tasks required.
Conduct supervisions with senior and junior support workers
Ensure that children’s reviews and meetings are delivered within the required time scales.
Ensure both local authority and internal care and placement plans are in place and that staff fully understand their role.
Chair, or participate in meetings and reviews, as and when required.
Undertake and participate in any training programmes which are relevant to the employment of staff working in children services, paying particular regard to residential care.
Promote and actively encourage the professional development of staff.
Ensure that all administrative requirements of the home are maintained in such a way that they are compliant with good childcare practice, homes procedures, Company policies and Children's Regulations.
To undertake any other duties that may be reasonably requested.
Our Young People:
Accountability to the children and young people we support & main tasks
To promote the practice of coproduction with young people, their families, other staff within the home, and other agencies, to meet the needs of the young people.
To prepare for, and attend annual reviews and CLA meetings, and ensure actions are completed
To monitor arrangements for any holidays, recreational outings and social activities with the children and young people and to ensure the implementation of related risk assessments.
To ensure that there are regular stimulating and meaningful activities for young people to engage in which reflect their personal interests and preferences and that these are further developed into new opportunities and experiences
Ensure that the home environment is well maintained and presented, that it remains in a clean and hygienic state, and is homely, warm and personalised to the tastes and interests of the young people
To ensure young people leaving the home are prepared for their adult life and that their transition happens in a way that is right for them
Ensure all young people have an up-to-date Support and placement plan that details out all their relevant care and support needs, including a Positive Behaviour Support plan. Endure these are up to date, relevant and all staff are aware and follow them.
To positively promote young people’s inclusion and participation in their local communities and ensure they have full access to community resources in line with all members of the community
To embed a culture of high aspirations and ambition for the children and young people in which young people experience positive outcomes.
Ensure that all aspects of a young person’s support and all aspects of the home where required have been well risk assessed and that there is clear evidence of this and staff’s understanding of them
To promote positive and supportive relationships with family, which ensures they are regularly communicated with, and area supported to maintain an active involvement with their child. When possible, support the young people to have time within the family home
Liaise closely with all young people’s education settings so that you are aware of agreed target and learning outcomes that can be supported and developed within the home
Our Staff:
To ensure that staff understand their responsibilities and implement Serenity’s safeguarding procedures and that you follow all safeguarding legislation and requirements within the sector
Promote the health and safety of employees at work and of people supported through the implementation of Serenity’s corporate Policy for Health, Safety and Welfare at Work in accordance with all relevant statutory requirements
To ensure that all staff are provided with an appropriate induction, supervision and appraisal in line with Serenity’s policies.
To take the lead in setting and reviewing targets and objectives for the residential senior staff in order to ensure that work is focused and has clear direction.
To ensure the effective management of staff sickness and absence.
Promote a culture of continuous professional development for all, where learning and development activity is closely linked to individual, team and organisational priorities.
To ensure that staff training and development needs are identified and ensuring that those needs are met. To lead/assist in training as required.
To ensure that performance reviews are undertaken in a timely manner and that target setting is of a high standard, relevant and plays a key role in securing continuous improvement.
To ensure at all times that professional ethics and behaviour are demonstrated by all staff and that staff are supported and coached in actively engaging with young people
Quality:
To be registered with Ofsted as the Registered Manager for the Home as specified in the Children’s Homes Regulations and fulfil and meet the obligations set out in Ofsted’s quality standards.
To be responsible and accountable for the homes Statement of Purpose and that this is appropriate to the needs of children and young people. Ensure that this is reviewed regularly and remains relevant and current.
To carry out the role of Designated Safeguarding Officer
Ensure completing of impact risk assessment take place prior to any new young people living at the home
Ensure that all health and safety measures, monitoring and auditing are in place and robustly managed to ensure safe working practices
To achieve and maintain compliance with the local authorities ensuring contract compliance and adherence to internal standards.
Ensure all necessary documentation required by regulators is completed to a high standard and be available for inspections, checks or interviews as requested.
To manage performance against audit/inspection results and recommendations, highlighting to your line manager any areas outside your control which will negatively impact on performance.
Maintain confidentiality of information and work in line with all relevant codes of practice and governing legislation.
To implement a robust process for reviewing and tracking all aspects of compliance and quality
To implement a continuous improvement plan, that details out areas that are being developed and how you are achieving this. As the RM you will hold people to account for their part in this process and ensure that outcomes are met
To ensure high standards of quality in the delivery of care and support.
To ensure that appropriate standards are maintained, especially in relation to care, educational and clinical programmes (service dependent) for the Young People in their care, in accordance with company policies.

To ensure effective administration and control of financial budgets and records to comply with Serenity’s expectations and procedures.
To have oversight and lead on the assessment and admission of all new children and young people into the children’s home
To manage young people vacancy levels within the home to ensure risk to delivery and contribution is minimised, and referral assessments are actioned promptly and efficiently.
Leadership in Serenity requires you to:
To implement, and monitor all appropriate policies as they relate to residential care
To ensure that all staff are working in accordance with relevant Codes of Practice.
To ensure a high standard of practice within your staff teams.
To provide operational management of the staff team and deploy appropriate staff resources ensuring that key tasks are fulfilled.
To maintain a presence within the local community, representing Serenity at external events, meetings and reviews as required.
To provide appropriate leadership in order to ensure all residential staff are committed to and involved in the achievement of objectives securing the success of the home
Any other such duties as may be required from time to time by senior managers.
To keep abreast of developments in social services practice and theory through supervision and participation in vocational training.
To attend meetings as required and requested (including a monthly staff team meeting)
To be individually accountable for standards of professional practice.
In an emergency to stand in for other staff in the home if the residents would otherwise be at risk or suffer harm.
To undertake any other related duties commensurate with the general level of responsibility of the post.
Registered Manager Worker Requirements:
Knowledge, Skills and Experience:
To have an understanding of the role and responsibilities of a Registered Manager.
To have a good working knowledge of the children home quality standards, ensuring that you and the staff working on shift uphold these in the work they complete.
A willingness and ability to demonstrate respect and regard towards people with additional needs.
To be able to communicate well with service users, other professionals, parents and relatives.
To be able to record accurately and write clear reports.
To have experience in supporting and managing staff to improve performance
To have an understanding of the needs of people who have a learning disability and or Emotional and behavioural difficulties and be able to respond to those needs appropriately.
To have experience and knowledge of how to manage challenging behaviours

To have general good health as moving and handling people may be part of the tasks undertaken.
Ability to respond appropriately to resident’s personal care needs showing respect and sensitivity.

Ability to work positively within a team and the ability to work without direct supervision.
Willingness to undertake training.
To take key worker responsibility, liaising with other professionals, writing review reports and attending review meetings for identified residents.
Education and Experience:
At least two years’ experience of working (paid) with children and young people in a residential children’s home in a supervisory capacity.
Extensive experience of the management of staff members and shift leading within the Health and Social Care Sector.
Diploma level 3/4 in Residential care (children/young people) or equivalent qualification.
Willingness to work towards the level 5 diploma (children’s workforce)
