‘Demeaning’ Care Homes Closed Down
Three care homes are being closed after a culture that was “demeaning to residents” was discovered, the Commission for Social Care Inspection (CSCI) has said.
Notices have been served on Surecare Homes (Devon) Ltd to cancel their registration as the provider of services for the residents who were vulnerable young men with learning disabilities.
After paying unannounced visits to the homes, all based in Plymouth, the commission’s inspectors found they have all failed to meet the residents’ needs.
Imelda Richardson, regional director for the South West CSCI, said: “Their freedom of choice has been restricted and they have not been supported to be as independent as possible. The management has allowed a culture to develop that is demeaning to residents.”
The homes were situated at Mills Road, Amherst Road and Kemyell Place in the city. Reports published by the CSCI highlight a “restrictive and controlling regime” practised by some staff including excessive restrictions on food and drinks.
They also state that some service users were being bullied and were “at risk” and that some staff were unskilled and failed to manage medication properly. A report into one home stated: “The regime of control imposed upon these service users is excessive.”
All ten residents of the homes have been found, or are in the process of being found, alternative accommodation by Plymouth City Council. Surecare Homes (Devon) Ltd has appealed to the Care Standards Tribunal.
