MSPs To Scrap Early Jail Release
Prisoners will no longer be entitled to automatic early release under new laws set to be approved at Holyrood. The Scottish Executive’s plans to overhaul sentencing are expected to be passed despite Conservative objections.
Ministers want to replace the early release scheme with a new system of two part sentences which combine custody and community elements. Prisoners currently serving under four years are automatically freed half-way through their sentences. Under the plans, convicted criminals would be required to serve at least half their sentence behind bars but this may be increased to three quarters.
The Conservatives, who originally introduced early release, said the executive’s reforms were not tough enough. They are expected to attempt to make last minute changes to the Custodial Sentences and Weapons Bill which would require prisoners to spend at least 85% of their sentences in prison.
The new law also bans the general sale of swords and brings in a licensing system for knife dealers.
