CSSIW introduce new inspection framework for fostering services in Wales

The Care and Social Services Inspectorate Wales (CSSIW) are changing the way they inspect local authority fostering services and independent fostering agencies across Wales.

CSSIW will be using a new inspection framework the next time they inspect services and are stressing the importance of understanding these changes and how they affect inspections.

What is different?

  • The new framework focuses on well-being outcomes;
  • Changes to inspection reports, making them more accessible and providing clearer conclusions about the quality of services;
  • All local authority fostering services and independent fostering agencies will be given notice prior to their inspection; and
  • The frequency of inspections will be every four years.

Inspections of local authority fostering services and foster care agencies will take palce every 4 years as part of a rolling programme.There are two types of inspections: full and focused.

Full inspections

These are routine inspections, planned as part of the CSSIW inspection schedule. Full inspections take place approximately six months after a newly registered service becomes operational. After that, inspections take place once every 4 years.

Focused inspections

These normally happen when concerns are raised or to follow up on areas of improvement identified at previous inspections. These inspections focus on certain aspects of a service. All inspections to foster care services and agencies will be announced.
