We are looking for a talented, enthusiastic and committed person for the post of Transformation Programme Manager.
This is an exciting opportunity to lead the transformation of our Care at Home / Reablement Services and develop and implement a new model which provides high quality care for people across the area.
Demand for services is growing as our population ages so the new service needs to be efficient and effective and deliver best value to ensure people receive the right care, at the right time in the right place.
The aim of the Care at Home/Reablement Transformation Programme is to improve the quality and increase the capacity of Care at Home and Reablement in Perth & Kinross.

We are looking for candidates with:
• A proven record of strategic and operational management and planning within the areas remitted to the post.
• Experience of operational management.
• Proven record of successful change management.
• Proven record of successful leadership for developing and implementing systems and processes which ensure effective performance management, governance and risk management.
• Experience of developing and implementing integrated working practices.
• Competency and knowledge of the range of areas relating to Care at Home/Reablement.
• A track record of partnership working.
• The ability to treat colleagues and customers with dignity and respect in line with the Council’s Code of Conduct.

In this this post, you will have the following responsibilities.
Leading, managing, co-ordinating, monitoring and reporting on the delivery of the Transformation programme.
To identify, plan and co-ordinate a set of related projects within the programme and to manage their interdependencies.
Development of individual project plans, resourced in terms of cost, deliverability and procurement route with key milestones, that aggregate to the Transformation programme taking primary responsibility for achieving the key performance indicators.
Ensuring that the delivery of project outputs meet programme requirements to the appropriate quality and are on time and within budget.
Supporting lead officers in relation to the delivery of individual projects to resolve business issues in line with critical project milestones.
Providing support and guidance on project management processes, procedures, tools and techniques to project lead officers.
Ensuring efficiency in the allocation of resources across the projects within the programme.
Managing and resolving programme risks and issues that arise and escalating as appropriate in accordance with agreed governance arrangements.
Facilitating communication and interaction between project teams contributing to the delivery of the overall programme, particularly around defined themed transformational areas. Initiating appropriate management interventions to close gaps between project streams.
Managing the programme budgets and monitoring and testing the accounting of programme and project costs against budget.
Ensuring appropriate governance arrangements are in place to manage all aspects of the Programme and compliance with all relevant Council policies and protocols.
Chairing review and programme team meetings. Reporting on programme and project status in accordance with agreed governance arrangements.
Ensuring clear instruction is issued to specialist advisors and monitor progress relative to the programme milestones.
Managing, co-ordinating and facilitating the overall programme communications plan to all stakeholders including members of staff, Chief Officers and Elected Members and reference groups. Acting as key single point of contact for the programme.
Ensuring a high standard of relationship management and service across programme and key affected stakeholders.
Liaising with relevant external bodies and organisations in relation to best practice and developing technologies, including organising and undertaking benchmarking visits, and reporting on lessons learned
You will have a Degree level qualification or equivalent relevant experience.
