Team Manager (Housing Strategy, Development and Data)
35 hours per week

£42,908 – £45,499 / £23.51 – £24.93 per hour (including Distant Islands Allowance)
We are looking for an adaptable, experienced individual to take up the position of Team Manager (Housing Strategy, Development and Data) within the Education, Leisure and Housing Directorate. The successful candidate will ensure that efficient and effective operation of matters relating to the development of housing infrastructure and data control across the Directorate and contribute to the management and coordination of strategy, policy and planning.
You will be the operational lead for the Local Housing Strategy and the Strategic Housing Investment Plan and take responsibility for a range of strategic documents including the Asset Management and Fuel Poverty Strategies. In addition, you will provide direct support to Service Managers on several data-driven, Directorate-wide performance management and planning functions and will play a key role in preparing responses to complaints and requests for information. Applicants should be data literate; familiar with housing and homelessness legislation, effective in partnership and collaborative working; able to lead, inspire and manage colleagues; and be recognised as confident, clear communicators.
The minimum knowledge required for this role can be evidence by either holding a qualification at SCQF 8/9 (i.e. SVQ4, HND, General Degree, Higher Apprenticeship, Technical Apprenticeship) OR having a minimum of 5 years previous relevant experience.
A Chartered Institute of Housing Level 4 Certificate in Housing or equivalent level Housing qualification which would be accepted for Membership of the Chartered Institute of Housing is essential. Where this qualification is not held you should be prepared to achieve this within 3 years of appointment.
A Professional Development Award in Housing Law for Advisors at Level 7 is also essential or where this is not held, be prepared to complete this at the next intake following appointment.
You should be able to travel efficiently and effectively between various work locations within Orkney to meet the operational requirements of the Service.
