Based at Renfrewshire House, Cotton Street, Paisley.
We are looking to recruit a Service Manager to work in the Contracts and Commissioning team within the HSCP, providing leadership on: the planning and implementation of Strategic Commissioning Plans for the HSCP which will inform and support service commissioning, and, all matters relating to the delivery of Adult Social Care contracts.
It is essential that you are educated to Degree level or equivalent and have training in procurement, contracting and commissioning along with a Project Management Qualification. It is desirable but not essential to hold a relevant qualification in either Health, Social Work, Social Care or Procurement.
You will have experience of; contract management and/ or Commissioning / Quality assurance and be able to develop commissioning strategies in line with national guidance and legislative context along with scenario modelling including financial scenarios and use of data. You will have experience of delivering complex programmes and projects; experience of undertaking full commissioning cycle; management of risk (including provider and market risk) as well as experience of managing a team.
You will be knowledgeable of relevant legislation, policy and procedure and can demonstrate an ability to operate from a strategic perspective. You will be able to deal with challenge and conflict whilst being diplomatic, discreet and comfortable with dealing with politically and commercially sensitive information and processes. You will have effective organisational and time management skills; knowledge of regulatory processes and care standards and of Public Protection standards and practice. You will have influencing and negotiating skills; able to manage change; project and programme management along with risk management. You must be able to plan for long term service delivery, needs and developments and demonstrate problem-solving skills. You will have effective report writing including committee papers, strategies, option appraisals and briefings; financial modelling and understanding of provider costs and budgets; use of complex data, analysis and modelling tools.
