Senior Programme Manager
Initial 3 interim contract with scope to extend up to 12 months
Home Counties, full-time
(Hyrbid working 1-2 days onsite per week)
£600 per day (umbrella), Inside IR35

An exciting new interim opportunity has arisen within a Local Authority in the Home Counties for an experienced Senior Programme Manager within Children’s services. This additional capacity role will work collaboratively alongside a team of experienced Transformation and PMO professionals across a number of exciting workstreams within Childrens Services, collaborating with senior leadership to develop service improvements in line with Social Care reforms, major investment initiatives and evaluation agendas.
My client is looking for an experienced leader with demonstrable change management experience within Childrens Services in a local authority setting to evaluate and make recommendations for impact at pace.
About your duties as the Senior Programme Manager:
Lead strategic transformation initiatives that promote continuous improvement and operational excellence
Apply expert knowledge of the and legislative framework, stakeholder landscape, and systemic context to shape and drive programme activities.
Collaborate with council colleagues, including Senior Responsible Owners, Board members, and wider system stakeholders to ensure alignment with the council’s long-term strategic goals.
Attend Board meetings to provide strategic updates and contribute to informed decision-making.
Oversee and manage significant programme resources, including staff involved in programme-related activities.
Ensure robust project and programme governance frameworks are in place to monitor progress, address challenges, and secure successful outcomes.
Take proactive and corrective actions when issues arise to maintain momentum and achieve programme objectives.
Demonstrate agility and adaptability in engaging with new and complex areas of work involving diverse stakeholder groups.
Build and sustain effective, high-support/high-challenge relationships to drive collaboration and programme success.
Your experience needed as the Senior Programme Manager:
Appropriate professional programme management qualification or equivalent experience operating at a senior level.
Substantial experience of leading and implementing complex, multifaceted transformation programmes.
Substantial knowledge and expertise within Children’s Services
Strong influencing and negotiation skills
Demonstrable skills and experience of working with senior stakeholders and partnership working across different organisations.
Strong analytical skills with the ability to evaluate problems, assess risk and identify/ suggest solutions
Must hold a valid enhanced DBS or be able to undertake a new one
