Take a lead in the strategic commissioning of services for Children and Families Social Work Moray to ensure high quality, evidence based services that meet identified need and meet the needs of other agreed strategic priorities are developed, monitored and reviewed.
Line-manage Commissioning Team staff members.
Support the Corporate Parenting & Commissioning Manager in all strategic commissioning activities and deputise for the post holder as required.
To be responsible for the on-going development and implementation of all commissioning processes, including the strategic document ‘A Guide to Commissioning for Health and Social Care Moray’ which incorporates the following frameworks – Commissioning, Engagement and Monitoring.
To deliver an integrated approach to strategic commissioning that is needs based, focuses on market development and management; supporting the development of external providers to deliver quality services and outcomes for service users.
To ensure that strategic commissioning plans and service contracts reflect new and emerging needs along with legislative requirements.
To lead on the management, monitoring and measurement of commissioned services against agreed outcomes and objectives of both internal and external providers. Including the development of risk based proportionate quality/performance monitoring.
To lead on an inclusive approach to commissioning of services by ensuring views and wishes of all sections of the community are fully understood and that the voice of stakeholders, service users and carers is taken into account.
Providing support and guidance to operational management and staff in relation to commissioning and service finding
To provide support to the Service Manager responsible for Corporate Parenting and Commissioning.
Experience of working within a commissioning and/ or performance environment.
Experience of contracting or procuring services for the public sector.
Experience of working with a range of agencies who may have conflicting ideas and goals.
Educated to degree level and/ or with relevant experience.
Effective communication, both written and verbal.
Organisational skilled i.e. time management, administrative skills, etc
Ability to work on own initiative
Experience of managing, commissioning, planning, and/or monitoring services in a Social Services and/ or health care context, including the reviewing and developing of practice in a social care and/ or health care context, both pro-actively and in response to change.
Experience of project management and working with professionals from a range of agencies and project management, including co-ordinating inputs from a range of professional sources.
Experience of preparing and presenting complex reports.
Ability to manage difficult and challenging situations.
Ability to problem solve and maintain a solution focused approach to commissioning within the social/ health care fields.
Ability to work independently and with minimal supervision.
To be IT literate and be able to use information technology for the analysis and planning of contracted services, development of commissioning strategies and communication and engagement with other users/ professionals.
Effective interpersonal skills in a one-to-one and group situation.
Ability to work as part of a team and on own.
Adaptable and energetic.
Ability to work the hours dictated by the needs and demands of the service.
You will be expected to travel efficiently and effectively between various work locations within Moray to meet the operational requirements of the Service. Due to the rural nature of Moray, this is normally undertaken by use of a car.
