The lead officer with responsibility for the oversite of ensuring that the Health and Social Care Partnership in Moray #KeepthePromise.
Supporting and driving forward the development of whole family support to ensure that services promote and respect children and young people’s right to childhood.
The individual will be responsible for ensuring the partnership develops and delivers on The Promise plan and will consider what needs to happen for planning for change across services. Looking at how our systems can build the capacity and creativity needed to change. Supporting leaders to consider how we support the workforce through the changes needed for our services to be co-designed with our families and to support a better offer for our children, young people in Moray based on what they are telling us they want and need.
The successful candidate will challenge the workforce in our Health and Social Care Partnership to begin working in new and different ways led by The Promise.
The successful candidate will also have strong organisation and communication skills and will be able to prioritise and offer flexibility and have the ability to work collaboratively as a key player within the Health and Social Care Partnership.
Working with key stakeholders to co-ordinate, design and support delivery on The Promise.
Consider The Promise Plan 21-24 and map out how services can change and adapt to deliver on this.
Co-ordinate and liaise with partners to build a strong agency plan which will drive forward the priority areas of The Promise across all services.
Work with key stakeholders to find creative solutions to any barriers that may arise in carrying forward The Promise.
Co-ordinate and facilitate any events or engagements needed to support the work of the Promise within the partnership.
Acting as the main point of contact and co-ordinator for all stakeholders and external agencies in relation to The Promise.
Commitment to deliver at pace: Effective and focussed on delivering The Promise ensuring a timely performance with positive and proactive energy and taking responsibility and accountability for outcomes.
Developing strong links with the national Scot Gov policy team to keep up to date with any national changes to policy which underpin The Promise.
Reporting to relevant governance groups and leaders within the partnership on the progress being made.
Support and supervise The Promise Engagement Officer and align their work with other participation activity across the local authority.
Significant experience of systems and design management
Experience in project management, including:
Qualification in programme or systems project management
Experience of supervising staff and organising workloads to time, cost and quality targets
Display clear leadership skills and be able to influence and persuade others effectively
Ability to respond to competing demands, prioritise self and work on own initiative
Effective research and analysis skills
Excellent communication and presentation skills – oral and written. Able to give compelling and simple presentation of information to a variety of audiences.
Ability to absorb complex systems information and apply this effectively
Ability to evaluate risk and to understand the implications of new services and how they relate to corporate and integrated visions and objectives
Broad understanding of all aspects of children’s services and integration and of areas of specialisation, within social work, the Council, and across the partnership.
Ability to maintain awareness of developments in children’s services
Ability to forward plan, anticipating various potential outcomes
Ability to gain trust of stakeholders and take a collaborative approach
Ability to remain impartial and stand own ground
Ability to work accurately and to accept responsibility
Sound knowledge of good project management practice and ability to give constructive advice under pressure.
You will be expected to travel efficiently and effectively between various work locations within Moray to meet the operational requirements of the Service. Due to the rural nature of Moray this is normally undertaken by use of a car/van.

Starting Salary: £41,847 (pro rata)
£22.20 per hour
