Programme Management Office (PMO) Manager – Capital Delivery Housing Property
Salary: £44,934 – £53,781
Hours: 36 per week
This is a really exiting period within the Housing Service. We have a very ambitious house building programme combined with an equally aspiring investment programme for our existing 20,000 Council homes. The Housing Revenue Account budget strategy plans to invest £2.8bn over ten years in new homes, existing homes and estates. The strategy also seeks to support the health and wellbeing of tenants and support the transition towards a ‘net zero’ carbon city in which all forms of deprivation and inequality are reduced.
The capital investment programme seeks to deliver a holistic area-based approach to creating places where people want to live that keep them safe, secure, healthy and connected, through:
• energy efficient, low carbon Council homes that minimise carbon emissions and reduce energy demand in secure, modern, well-maintained stairwells;
• new and existing Council homes blended together to create a local identity and a sense of pride in communities;
• well-designed, green, open spaces that encourage residents to be active, with strong connectivity to the wider community through sustainable, affordable travel; and
• accessible, responsive and efficient services building on existing links with partner organisations to drive forward individual and community resilience and wellbeing.
This investment is required to deliver key Council commitments; including 20,000 affordable homes over 10 years and net zero carbon by 2030. It is also required to support delivery of statutory requirements for social landlords; including delivery of EESSH2 (Energy Efficiency Standard for Social Housing post 2020) by 2032.
We are seeking an experienced, highly motivated, customer focused, outcome driven PMO manager who will have an overarching determination and responsibility to improve the homes and environment of our tenants across our existing portfolio. The PMO manager will play a key role in co-ordinating the planning and delivery of investment and will report to the Housing Asset Management Board.
The PMO Manager will be responsible for coordination and support with the planning teams and preparing suitable contracts and for the successful delivery (health and safety, time, budget and quality) of all capital projects within the current programme, which will span over multiple financial years.
The postholder will be responsible for a range of delivery resources including in-house personnel, consultancy and framework (principle) contractors. The postholder will be fully responsible for all contract management arrangements within a range of procurement frameworks.

Our salary range typically reflects the initial starting salary and annually increases until it reaches the top of the range. For roles in grade 5 or above, annual increments in our contribution zones are dependent on achieving agreed performance goals.
