We have an exciting opportunity for someone with a background in health or social care with an interest and practical skills in policy/strategy development, co-production/design and community engagement? We are looking for someone who has an interest in bringing about change alongside a range of stakeholders, as well as the ability and desire to acquire and maintain specialist knowledge of a policy area or areas. We are particularly interested in hearing from anyone with service delivery, policy development and co-production experience in the area of older people / ageing well. The successful candidate will be joining an established team who cover strategy development, commissioning, contract management and community engagement for a wide range of service areas including Older People, Learning Disabilities, Autism, Mental Health & Wellbeing, Unpaid Carers and Physical Disabilities including sight loss and hearing loss. 

You will be required to work with a wide range of stakeholders, therefore it is important that you are capable of developing strong working relationships with professionals, people using services and local communities. 

The post will co-produce/co-design local strategic documents including a Health and Social Care Partnership Ageing Well / Older People’s Strategy in partnership with local residents and a range of staff and partners – ensuring it reflects the lived experience of local residents and supports the delivery of health and social care outcomes for older people. They will champion and embed a culture of co-production and engagement throughout all Health and Social Care Partnership localities and teams, advising and equipping others to develop meaningful ways to engage with local residents and co-produce services.

You will identify opportunities to involve older people in the delivery of other strategies that seek to improve shared health and social care outcomes and work with a range of partners to ensure we can demonstrate how the views of older people with lived experience shape the work of the HSCP Work in a range of Strategy and Policy areas, as areas of priority are identified. 

Main responsibilities:

Lead on the co-production of an Health and Social Care Partnership integrated strategy for older people / ageing well in Perth and Kinross, working in partnership with older people in localities, groups which represent older people and a range of staff who are involved in providing services for older people. Promote and embed the Strategy across the Health and Social Care Partnership (HSCP). Work with colleagues across the HSCP to produce a Joint Strategic Needs Assessment which will inform the priority areas of action within the Older People’s Strategy. Work with a range of local authority partners who are also involved in planning which influences whether older people can continue to live independently e.g. transport and housing. Work with a range of HSCP partners who deliver health and social care services in order to develop knowledge of services and also opportunities for using insights from older people to influence service improvements. Develop and implement methods of monitoring the progress and effectiveness of the strategy in practice, including resident feedback and existing quality assurance and reporting processes. Support the Head of Service / Strategic Lead for Older People to lead and work with the Older People’s Strategy Group / Older People’s Reference Group, ensuring agreed actions are delivered. Develop a good / detailed understanding of the range of older people and their experiences related to health and social care, across Perth and Kinross. Support the delivery of co-production activity including workshops / advisory groups with people with lived experience

Lead outreach and community engagement activities to increase representation across all areas of the HSCP. Use the information gathered to communicate insights and write reports and verbal updates, representing the views of older people to stakeholders Provide regular updates on the Strategy development across governance structures such as Extended Management Team / Integrated Management Team / Strategic Planning Group / Integrated Joint Board Support and advise staff to ensure residents are involved in the development and / or delivery of other key strategies that aim to deliver health and social care outcomes. Develop guidance for staff to ensure all required policies and procedures related to co-production are developed and embedded. Support and train staff to identify opportunities where resident engagement, feedback or coproduction would be useful when delivering service improvement, transformation or commissioning, and what methods to use. Work across a range of projects to support service improvement initiatives and to embed resident views and feedback. Keep abreast of current and upcoming priorities, and identify opportunities to work with a range of partners on engagement and co-production activities.
