The City of Edinburgh Council is seeking to recruit new team members to support delivery of an extensive whole house retrofit programme across the Council’s entire existing housing estate of over 20,000 homes. Over the next decade, the Council’s Housing Service will be required to embark on a large scale retrofit programme to meet Government Statutory targets on energy efficiency ratings and our own net zero carbon targets. Homes will be retrofitted following a holistic whole house approach which will ensure that improvements are carried out in an organised, fabric first approach with installations and refits complementing each other rather than working against each other. A whole house retrofit approach also enables key issues such as air quality, damp management and ventilation to be managed appropriately.
This is a significant change in investment approach which will focus on longer term asset management and building performance. The 10 year strategic whole house retrofit programme has been reported to Housing, Homelessness & Fair Work Committee and been approved by the Council as part of the £2.9 billion strategy to invest in new Council homes, existing homes and estates. A new team within the Strategy and Development team has been specifically set up to meet these objectives.
An exciting opportunity has arisen for experienced and enthusiastic people to join the Whole House Retrofit Team. You will assist in the team develop and Implement improvements to mixed tenure housing for the City of Edinburgh.
The post holder will be responsible for assisting in securing private owner agreement and delivering common repairs projects to enable investment to be taken forward through the Housing Revenue Account in mixed tenure blocks where the Council has an interest as a co-owner/landlord.
The successful candidate for this post will be able to demonstrate excellent written and verbal communication skills, case management skills and a commitment and drive to assist the surveying team in the delivery of large scale housing investment. Experience of customer services, IT systems operation and administration skills in essential along side an ability to think strategically and work with stakeholders to develop innovative approaches to delivering investment to private and council tenant homes.

Our salary range typically reflects the initial starting salary and annually increases until it reaches the top of the range.
